Abstract:
The Agency for Toxic Substances and Disease Registry (ATSDR) Hazardous Waste Site Polygon Data with CIESIN Modifications, Version 2 is a database providing georeferenced data for 1,572 National Priorities List (NPL) Superfund sites. These were selected from the larger set of the ATSDR Hazardous Waste Site Polygon Data, Version 2 data set with polygons from May 26, 2010. The modified data set contains only sites that have been proposed, currently on, or deleted from the final NPL as of October 25, 2013. Of the 2,080 ATSDR polygons from 2010, 1,575 were NPL sites but three sites were excluded - 2 in the Virgin Islands and 1 in Guam. This data set is modified by the Columbia University Center for International Earth Science Information Network (CIESIN). The modified polygon database includes all the attributes for these NPL sites provided in the ATSDR GRASP Hazardous Waste Site Polygon database and selected attributes from the EPA List 9 Active CERCLIS sites and SCAP 12 NPL sites databases. These polygons represent sites considered for cleanup under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA or Superfund). The Geospatial Research, Analysis, and Services Program (GRASP, Division of Health Studies, Agency for Toxic Substances and Disease Registry, Centers for Disease Control and Prevention) has created site boundary data using the best available information for those sites where health assessments or consultations have been requested.
Purpose: To provide an easily accessible, corrected data set of polygons for hazardous waste sites in the United States which can be used to identify nearby populations and assess their potential risk.

Logical Consistency Report:
Each site boundary is stored in an individual shapefile and the components of the shapefile (.shp, .dbf, .shx) are stored in a Microsoft Visual SourceSafe, a secure file control system. A history of each edit made to a shapefile (with corresponding comments) is maintained. On a daily basis, these shapefiles are used to generate a Hazardous Waste Site polygon layer within the GRASP Geobase. Any problems that are encountered during the creation of the Hazardous Waste Site layer are logged to a report that is accessible via the GRASP Intranet Web Site.
In the ATSDRHazardousWasteSitePolygonsWithCIESINModifications.shp, the column "SITEID" was added to correct for the inconsistencies in the ATSDR "site_id" (eg. gad033582461) nomenclature which conflict with EPA's "EPA_ID" (eg. GAD033582461). Duplicate attributes are a result of joining ATSDR and EPA database variables.
Completeness Report:
A variety of data are used to define each site boundary that GRASP analyzes. These varying pieces of data include digital spatial data, USGS quad sheets, aerial photographs, topographic maps, GPS coordinates, and verbal descriptions. Although all pieces of information do not exist for each site, GRASP staff synthesizes information from as many sources as possible to develop an accurate site boundary.

Process Description:
1. A new SITEID field with all capitalized letters from the ATSDR "site_id" was added to the ATSDR Hazardous Waste Site polygon data.
2. The new SITEID field was used to make a case sensitive join with the EPA NPL sites by the "EPA_ID" field.
3. All sites with NPL_STATUS that were NOT "Currently on the Final NPL", "Deleted from the Final NPL" or "Proposed for NPL" were deleted from the modified polygon data.
4. US territorial sites in Guam, Virgin Islands, American Samoa and Northern Marian Islands as well as the now independent Palau, Federated States of Micronesia, were also deleted because corresponding gridded population data were not available for assessing populations in proximity to Superfund sites.
