Report of the Third Meeting of the Ozone Research Managers




6.    DEVELOPMENTS IN THE IMPLEMENTATION OF THE VIENNA CONVENTION AND THE MONTREAL PROTOCOL.

6.1       The representative of the Secretariat of the Vienna Convention and its Montreal Protocol Mr N. Sabogal informed of the developments in their implementation since the 3rd Conference of the Parties to the Vienna Convention held in Bangkok, Thailand (November 1993). He noted that only Decision III/5 dealt with the Recommendation of the Second Meeting of the Ozone Research Managers .

6.2       Important scientific information was provided to the Parties by the release of the reports of the three Assessment Panels and seven Technical Options Committees in 1994. The International Workshop on the Ozone Treaties and their influence on the building of international environmental regions was held in Vienna on the occasion of the 10th anniversary of the Vienna Convention. The strong role of science in the development of the Montreal Protocol and the adjustments made to the Protocol in the Seventh Meeting of the Parties in Vienna was emphasized. The phaseout of CFCs, carbon tetrachloride and methyl chloroform by 1 January 1996 in developed countries was considered an important achievement.

6.3       The next Fourth Conference of the Parties to the Vienna Convention and Eighth Meeting of the Parties to the Montreal Protocol are to be held in San Jose, Costa Rica in November 1996. Finally he noted the Decision VII/34 of the Seventh Meeting of the Parties to the Montreal Protocol on requesting the Scientific and Environmental Effects Panel to submit their reports by 31 October 1998. These will require major efforts by the scientific community and he concluded by expressing the hope that the Ozone Research Managers will assist these WMO/UNEP coordinated assessments.
