CAPACITY BUILDING FOR SCENARIO DEVELOPMENT AND APPLICATION

Building capacity for research and assessment on the consequences of climate change, for evaluating potential adaptation and mitigation options, and for working with the scenario information provided, is a vital need and is carried out by a number of organizations and activities. A partial list of links follows, and we encourage readers to bring additional information to the attention of the Task Group for possible posting here. Links to relevant ongoing initiatives/resources, including:

• Capacity building and training activities included in the work program of the Consultative Group of Experts (CGE) for National Communications from non-Annex I Parties to the UNFCCC;
• The UNFCCC compendium on methods and tools to evaluate impacts, vulnerability and adaptation to climate change (which includes methods and tools for scenario development);
• World Climate Research Programme (WCRP) Coordinated Regional Climate Downscaling Experiment (CORDEX);
• The National Communications Support Programme (NCSP - http://ncsp.undp.org) also provides training and guidance material on the development and application of scenarios.

While the TGICA does not itself engage in capacity building, it coordinates with organizations that have this mandate. It has developed a framework for capacity building that provides a model for building human resources and institutional capacity in the development and use of climate scenarios in research and assessment.

The TGICA General Guidelines on the Use of Scenario Data for Climate Impact and Adaptation Assessment also seeks to add to capacity.
